Abstract

 It seems that the ‘reform experiments’ in education that most countries of the world have engaged in since the 1990s of the last century have not achieved qualitative changes in the educational landscape, as their results have not had any real impact on achieving quality in their outcomes. These countries have failed to make profound structural laws and policies, or to adopt new regulatory standards for their institutions based on a national strategic approach. Instead, they have continued to reproduce the same crises and failures in various forms.
